To ask the Minister for Infrastructure whether DfI Roads considers traffic data, collected before any significant, new vehicular connections, within a development area becomes operational, in order to provide an adequate baseline for assessing the traffic impact of further development using the same road network.

Answer (8 October 2026): My Department acts as a statutory consultee in the planning process and provides specialist road safety and transportation advice to the relevant Planning Authority.

Applicants are required to submit sufficient transport information to demonstrate that the impact of a proposed development on the surrounding road network is acceptable. For developments of a significant scale or nature, this will normally include a detailed Transport Assessment, supported by traffic surveys and appropriate junction modelling.

The appropriate temporary traffic management arrangements will depend on the site-specific circumstances and nature of the works and may include use of another part of the carriageway, providing a temporary cycle track, use of an alternative route, or directing cyclists to dismount and use the footway where appropriate.

The Graduate Outcomes Survey provides information on students 15 months post-graduation, including those who study at home or away, and is routinely published.

The principal source of information available to my Department on where graduates live and work after graduating is the Higher Education Statistics Agency’s (HESA) Graduate Outcomes survey. Medical fitness to drive is a complex policy area which requires careful consideration of a range of factors, including road safety, medical standards and evidence and practical implications for drivers.

To ask the Minister of Finance to detail any engagement he has had with the UK Government in relation to changes to prompt payment policy.

Answer (16 September 2026): The British Governments prompt payment policy has no effect here as public procurement is a transferred matter.

The Procurement Act, which applies to this jurisdiction, mandates that all public procurement contracts, above the relevant threshold, include a 30-day payment term, which is implied in contracts even if not explicitly written into them. This term also extends to subcontracts meant to contribute to the performance of a public contract. Invoices have to be paid within 30 days of receipt, not when validated. This requirement is also a standard condition of contract for those…

To ask the Minister of Finance (i) to detail any engagement he has had with the UK Government in relation to the changes to procurement policy set out in Procurement Policy Note (PPN) 026; and (ii) whether any assessment has been made of its implications.

Answer (16 September 2026): This PPN has no effect locally as public procurement is a transferred matter.

The Executives social value policy is contained within PPN 01/21 Social Value in Public Procurement, published in July 2021, which requires that services (over £500k) and works (over £5.2m) tenders must allocate a minimum of 10% of the total award criteria to social value.

PPN 01/21 offers a menu of social value outcomes within a themes-based framework that covers secure employment and skills, ethical and resilient supply chains, climate action and wellbeing.
