Answer
The Department’s approach to setting speed limits is set out in Policy and Procedure Guide RsPPG E051 ‘Setting local speed limits in Northern Ireland’ and a brief outline of the procedures is on NIDirect: Speed limits - how they are set | nidirect.
There are currently no plans to introduce a pilot for default 20 mph speed limits, however, the Department’s approach to speed limits in general is one of the topics that I have been discussing with officials during my time in office. One of the best ways to ensure safety on our roads and fulfil our long-term goal of eliminating death and serious injury by 2050, is by changing road user behaviour. As road users we all have a personal responsibility to behave in a way that keeps ourselves and others safe. The sad reality is that if we do not change our own attitudes when we are using the roads, our death toll will continue to increase.
