Answer
My officials are taking forward work to develop the necessary legislation to introduce a blanket ban across the North on parking a vehicle wholly on the footway, parking across dropped kerbs and double parking. It is my aim to introduce these changes in the latter part of 2026, subject to the legislative process.
The proposed legislation will not extend my Department’s enforcement powers to cases where a vehicle is parked partially on a footway and causing an obstruction where no parking restrictions are marked on the carriageway. Responsibility for these cases will remain with the PSNI.
