Answer
Part-time 20mph limits near schools are implemented based on assessments considering collision history, speed, traffic volume, infrastructure, and site constraints. Schools have been assessed in accordance with DfI’s policy ‘Road Safety at Schools’ which can be viewed at:

There have been two tranches of part time 20mph speed limits delivered, which introduced these measures at 215 schools, an investment of about £4m. A review is underway to determine if a further tranche of the 20mph schools programme is justified. The findings of this review will be made public later this year.
